Pakistan Achieves Top Score in Cybersecurity Index 2024 Report
Pakistan has achieved the highest rank in the International Telecommunication Union’s (ITU) Global Cybersecurity Index 2024, placing the country among the top-tier performers in global cybersecurity. The report evaluates hundreds of countries across different continents, with Pakistan emerging as a role model for its strong cybersecurity measures.
Countries are divided into tiers based on their cybersecurity scores, which reflect factors such as legal, technical, organizational measures, capacity development, and international cooperation. The tiers are categorized as follows:
- Tier 1 – Role-Modelling (score 95-100)
- Tier 2 – Advancing (score 85-95)
- Tier 3 – Establishing (score 55-85)
- Tier 4 – Evolving (score 20-55)
- Tier 5 – Building (score 0-20)
Pakistan ranked in Tier 1 with a score between 95-100, joining the ranks of top cybersecurity performers like the United States, Australia, Germany, Italy, and Oman. This achievement marks a significant improvement, as Pakistan was previously ranked 79th in the earlier edition of the Global Cybersecurity Index.
In specific areas, Pakistan scored:
- 20/20 for legal measures
- 18.21/20 for technical measures
- 20/20 for organizational measures
- 20/20 for capacity development
- 18.48/20 for cooperation measures
These scores reflect Pakistan’s comprehensive approach to improving its cybersecurity infrastructure, surpassing numerous countries in the process.

State Minister for Information Technology and Telecommunication, Shaza Fatima Khawaja, praised Pakistan’s performance, noting that the country’s efforts in legal frameworks, capacity building, and incident response capabilities have led to its top-tier placement alongside nations like the U.S., Japan, and Singapore.
