PTA Finalizes Mobile Virtual Network Operators Framework
The Pakistan Telecommunication Authority (PTA) has finalized a draft framework for Mobile Virtual Network Operators (MVNOs), marking a significant step toward allowing smaller companies to enter the telecommunications market. After completing consultations with industry stakeholders, the PTA plans to submit the draft to the federal government for approval.
The proposed framework outlines 15-year licenses for MVNOs, enabling them to operate under their own brand names and offer tailored services. In an effort to attract more investment, the PTA has significantly reduced the MVNO license fee from $5 million to $140,000.
Under the framework, MVNOs can form commercial agreements with one or more Mobile Network Operators (MNOs) and offer services based on revenue-sharing models. However, MVNOs will not be permitted to install their own radio or core network infrastructure. Ensuring high-quality services and continuous connectivity will be a top priority for these operators.

The financial arrangements between MVNOs and MNOs are clearly defined in the draft. Parent MNOs will be responsible for regulatory fees and contributions based on combined revenues, while MVNOs will pay annual numbering charges through their parent MNOs. The initial license term will be 15 years, with provisions for renewal.
The PTA, after gathering feedback from stakeholders, has published the revised draft on its website for public access. Initially published in June, the draft underwent revisions based on industry input before being finalized.
